If the Legislature $10 million new money the funding formula as had been planned, the bill signed by the governor would result in a property tax increase of $28.5 million statewide next November to fund elementary and secondary education if all districts raise their budgets the full amount. However, if that $10 million is stripped from an appropriations bill in an effort to cut the budget, the property tax increase would be $38.5 million. Carlin wanted 4 percent salary raises for teachers next school year, but also proposed that the Legislature provide about $25 million to have the state assume teachers' contributions to their pension plans under the Kansas Public Employees Retirement System. Teachers now contribute 4 percent of their salaries to KPERS, so if the state took that over it would amount to an additional 4 percent in take-home pay for them. However, with the problems the lawmakers are encountering funding the Fiscal Year 1987 budget, the $25 million has no chance of being appropriated this session and Carlin recognized that, Mike Swenson, the governor's press secretary, said.
